Laura Martinez-Mora

First Secretary, HCCH

Laura Martínez-Mora is First Secretary (Lawyer) at the Permanent Bureau of the HCCH and co-head of Family & Child Protection Law Division. In particular she is responsible for the post-Convention services in relation to the 1993 Adoption Convention as well as the Parentage / Surrogacy legislative project. She is also involved in the work related to the 1980 Child Abduction Convention and the 1996 Child Protection Convention. Such work includes post-Convention services (e.g. meetings of Special Commissions to review the practical operation of the above Conventions, Experts’ Groups and Working Groups, seminars and workshops; drafting good practice guides, questionnaires, fact sheets and other documents) and legal advice, capacity building and training of professionals in different countries in Africa, the Americas, Asia and Europe (in particular through the Intercountry Adoption Technical Assistance Programme).

Prior to joining the HCCH, Laura worked for the International Social Service in Switzerland, UNICEF in Chile, the European Commission and the Council of Europe. She received her law degree from the University of Valencia (Spain), a Master of Laws (LL.M) in International Law with a specialisation in child’s rights and comparative family law from the University of London (UK), and a Diploma in Child Protection and Juvenile Justice from the University Diego Portales in Santiago (Chile).
