Huong Ho Pham
Vice Director, International Law Department, Ministry of Justice of Vietnam
Huong Ho Pham serves as the Vice Director of the International Law Department at the Ministry of Justice of Vietnam. In her capacity as the key contact person for the Central Authority, she facilitates cooperation between Vietnam and the Hague Conference on Private International Law (HCCH) as well as its member countries. Huong has played a pivotal role in conducting thorough research and feasibility studies for Vietnam’s accession to key HCCH conventions, including the Service Convention and the Taking of Evidence Convention. She is responsible for implementing international agreements and conventions related to mutual judicial assistance in civil matters between Vietnam and other countries, managing multilateral treaties, and overseeing 18 bilateral agreements in the area of international private law.
Beyond her administrative and legal duties, Huong has actively contributed to raising regional awareness and cooperation by organizing ASEAN Law Fora focused on the Service Convention and Taking of Evidence Convention, held in 2016 and 2022. She has also published several influential papers on private international law, including analyses of Vietnamese regulations in comparison with the Hague Abduction Convention, overviews of Vietnamese private international law, and discussions on key civil code provisions related to foreign elements in civil relations. Her scholarly work reflects a strong commitment to advancing Vietnam’s legal integration within the international community and promoting the rule of law in cross-border civil matters.
